Under the democratic form, the people (citizens) collectively decide the operations of the community, usually by representative elections. Most modern governments combine these two forms by having a powerful central administration with an elected legislative and/or executive. Examples of authoritarian regimes include the People's Republic of China and several African states. Elected forms or parliamentary (constitutional) monarchies predominate in Europe and the Americas.
